Affordable Housing
Community Action’s Affordable Housing program provides quality, safe, and affordable housing to low-to-moderate-income families at or below fair market rates. The agency’s current property portfolio includes five single-family CA homes in Topeka, a 12-unit duplex development in Meriden, and Tanglewood, a 14-unit apartment complex in Topeka for individuals with severe and persistent mental illness and a history of homelessness. Community Action Homes is the collective name for the five 3-bedroom single-family homes in Topeka, which have maintained consistent occupancy throughout the grant year.

Availability and Requirements
Meriden Heights
Meriden Heights is a 12-unit-6 building duplex development in Meriden. There are eight 2-bedroom units and four 3-bedroom units.

a) Maximum Household Income Limits - At or below 60% of the current AMI level for the Topeka Metropolitan Area.
b) Minimum Household Income Limits - The applicant's projected monthly housing expenses should be no more than 30% of the household’s gross monthly income.
c) Occupancy Standard – 2 bedroom – Minimum household composition (1) Maximum household composition (4). 3-bedroom – minimum household composition (2) Maximum household composition (6).
d) Positive Landlord references - Community Action requires references from previous landlords. Unfavorable or unsubstantiated landlord reference(s) may be grounds for rejection of the application.
e) Credit references – An applicant's credit report(s) will be obtained by Community Action. Unfavorable credit histories may be grounds for denial of the application.
f) Criminal Background Checks - Criminal background checks will be performed on all adult members (18 years and older) of the household. Criminal convictions will not be considered automatic grounds for rejection of the application, but failure to disclose will.
g) Applicant Age – The primary applicant must be 18 years or older. h) Disclosure of Community Action Employee or family member – failure to comply with this policy will result in a denial.
Tanglewood
Tanglewood is a 14 unit-3 building housing unit in Topeka, with 1-bedroom single-occupancy units. All tenants must have a severe and persistent mental illness and a history of homelessness. CA partners with Valeo Behavioral Health Care who provides mental health services to the individuals.

a) The applicant is required to have a Severe or Persistent Mental Illness (SPMI).
b) Occupancy Standard – 1 bedroom – 1 person
c) All applicants must be US Citizens.
d) The applicant must be one of the following homeless, residing in transitional living, receiving assistance through the VA
